IEEE PC37.115 goes to ballot

IEEE PC37.115 is sponsored by the PES Power Systems Relaying Committee

IEEE PC37.115 is an approved standards development project (approved on March 20, 1997) sponsored by the Power Systems Relaying Committee (PSRC). PSRC Working Group H4 is responsible for developing the standard. H4 conducts their meeting and work sessions at the PSRC winter, spring and fall meetings. The fall meeting is conducted jointly with the Substations Committee in September of each year. Clearly stated in the approved project is the purpose and scope for PC37.115.

Purpose

There are currently no coherent communication modeling, terminology and communication test scenarios. These scenarios are need to evaluate one or more implementation concepts for communication between substation IEDs within a substation or between a substation and remote IEDs. Utilities and vendors will use this standard to evaluate, on a common basis, one or more implementation solutions.

Scope

This standard defines standard communication modeling, terminology, evaluation criteria and performance measures for communication test scenarios, which specify messages to be exchanged between electrical power substation intelligent electronic devices (IEDs). These scenarios define message transactions between applications within the substation, and between substation IEDs and remotely located applications. The scenarios do not specify the communication protocol required to implement the transactions.

PAR Extension

On 17 March 2001, the IEEE-SA Standards Board approved the extension of the PAR for C37.115 until December 2003.

PC37.115 Ballot

Electronic balloting of PC37.115 includes a ballot pool made up of all those now on the balloting lists of the PES Technical Committees listed on the PAR for coordination (PSRC, Substations, & PSCC). Balloting officially opened on September 21 and will close on October 20th. Following the initial electronic ballot, negative ballots will be resolved, and the standard should be complete by the end of 2002. Ballot results will be reported as soon as the ballot closes.

Test scenarios

Test scenarios are included as informative annexes in PC37.115. These annexes incorporate the scenario applications developed by PSRC WG H5. WG H5 prepared a description of 26 application scenarios. Six were complete enough to be expanded as informative annexes to C37.115.

Cooperation with CIGRE and IEC

The main body of C37.115 is quite stable, therefore a summary of the evaluation criteria has been offered to CIGRE 34.01 and IEC 61850-10 for their consideration.
